The lateral step up is a great way to target glute activation in weight bearing. It's a great progression for someone who has been stuck doing non weight bearing side leg lifts and a way to take it more functional without jumping straight to squats and crab walks.
The key to the exercise is to weight bear fully through the leg on the step then push your hips back as far you can to lower your opposite leg towards the ground. Of course you will need to bend your knee slightly but most of the movement should come from your hips. During the exercise you can lean forward slightly with your torso but don't lean to either side. If your feeling it through you glute you've nailed it, if you feel it through your quad keep working on that technique. Reps should be high think 15-20.
The lateral step up is also great at getting rid of some knee pain when you squat or run but of course might not be the solution for everyone.
